While mentioned in an earlier issue, the Decepticon High Council only show up this one time - to tell Thunderwing that he passed all the tests and is now the big boss of the Decepticons. They sent a lot of guys to get Thunderwing, so I guess they wanted him pretty bad.

For the purposes of Waywardfic, the High Council is just the fancy name for the Monitors. Wayward declares the fellow with his head on his hand to be Lightray, and those other two the Monitors of Sectors Four and Seven, who she hadn't actually named yet.
